Linn County EMA is the largest county emergency management agency in Iowa. Our five full-time employees have diverse backgrounds, experiences and skills that support our mission to protect the life and property of our residents.

Michael E. Goldberg


Michael E. Goldberg is the Director of the Linn County Emergency Management Agency and is an Iowa Certified Emergency Management Coordinator. Mike is the administrator for the Agency and works with staff to carry out the policies and programs established by the 20 member Emergency Management Commission pursuant to Chapter 29C of the Code of Iowa.  He works closely with State and Federal agencies particularly Iowa Homeland Security and Emergency Management and FEMA.

Mike is a graduate of the University of Iowa (’77, B.A., Economics and ’82, M.A., Public Administration). Mike served as a member of the Iowa City Police Department (1975 – 1989) and as Chief of Police for Mt. Pleasant, Iowa (1989-1994). In 1994, Mike was hired as Administrative Services Director/Assistant to the Board of Supervisors for Linn County.

While working for the Board of Supervisors, Mike served as public information officer for Linn County and Emergency Management from 1994 and was lead PIO during the Flood of 2008. Following the flood, he coordinated disaster recovery efforts for county government services and assumed new responsibilities as Director of Strategic and Legislative Services. He joined the Agency in February, 2009.    



Brad Ransford

Logistics Officer

Brad Ransford became the Logistics Officer for the Agency in November of 2006.  He has volunteered with the Robins Fire Department for the past 12 years, where he serves as Assistant Fire Chief; the Hiawatha Fire Department for the past 5 years; and the Linn County Regional HAZMAT team for the past 11 years, where he serves as a Captain.  

Brad received a Fire Science Management Certificate and an Entry Level Firefighter Certificate from Kirkwood Community College. Brad is an also an Iowa Certified Emergency Management Coordinator, state certified as a Firefighter 1, Firefighter 2, Fire Instructor 1 and holds numerous certificates in HAZMAT, WMD, emergency management, Special Operations and Incident Command. Brad is State and nationally certified as an EMT-B.   



Dawn Nelson

Administrative Assistant

Dawn Nelson joined the Linn County Emergency Management Agency in December 2003. She previously worked in law enforcement and emergency services for eight years and in the financial services field for four years.  She has worked with FEMA on securing public assistance following two major flood events in 1999 before joining the agency. She has been the Secretary for the Local Emergency Planning Committee (LEPC) since 2003. 

Dawn attended Kirkwood Community College and was in the Business Administration program.  She is certified as a trainer for the Community Emergency Response Team program, the National Incident Management System, and she is an Iowa Certified Emergency Management Coordinator.






Don Vincent

Plans Officer

Don Vincent became Plans Officer for the Agency in December of 2007 coming from a career in law enforcement and corrections.  He is also a TSGT with the Iowa Air Nation Guard where he serves as the NCOIC for the 132 Readiness and Emergency Management Flight.   Don is the current Chairperson of the Local Emergency Planning Committee (LEPC)  

Don received a Bachelors Degree in Emergency and Disaster Management from Upper Iowa University and an Associates Degree in Emergency Management from the Community College of the Air Force.  Don is an Air Force Readiness and Emergency Management Journeyman; a Department of Defense certified HAZMAT Technician; an Amateur Radio Operator (KD0LJL); and an Iowa Certified Emergency Management Coordinator.     



Tom Ulrich

Operations Officer

Tom Ulrich has been the Operations Officer for the Emergency Management for the past fifteen years after ten years as a Law Enforcement Officer and Police Chief. Tom is also retired from the Volunteer Fire and Emergency Medical Service after twenty seven years obtaining the ranks of Captain and Assistant Chief.  

Tom has been a member of the Linn County Regional Hazardous Materials Response Team since 1990 and has been the Team’s Chief since 1998.  Tom is the Linn County Medical Reserve Corps (MRC) and Community Emergency Response Team (CERT) Coordinator and was the Chairperson of the Local Emergency Planning Committee (LEPC) from 2006 to 2010.

Tom received his Associates Degree in Law Enforcement from Kirkwood Community College in Cedar Rapids. He also is a graduate of the Iowa Law Enforcement Academy (ILEA) and is a Certified Iowa Emergency Medical Technician (Basic), Hazardous Materials Technician, an Amateur Radio Operator (KD0LMD), and an Iowa Certified Emergency Management Coordinator.
